AI Developer Tooling Governance – GitHub Copilot & Claude Code

Project Overview

End-to-end governance of AI-assisted development tooling -from the cross-functional FAIRA Lite assessment that enabled executive approval of GitHub Copilot, through enterprise licence and cost governance, to the governed rollout of Claude Code. The GitHub Copilot implementation was presented at a national AI governance workshop coordinated across multiple jurisdictions.

Project Impact

The organisation adopted AI-assisted development with confidence -every tool risk-assessed, every seat and dollar governed, and the approach recognised at a national, multi-jurisdiction AI governance forum.

Evaluate and enable safe, compliant use of AI coding assistants

Enforce access, licence, and cost governance across AI developer tooling

Establish provisioning, permission, and model routing controls for Claude Code

Turn policy requirements into practical development guardrails

Project Scope

The engagement spanned the full lifecycle of AI developer tooling adoption: risk assessment aligned to FAIRA Lite and QGEA AI Directions, executive decision support, licence and budget administration, and rollout governance for new agentic coding tools.

Enforced access and cost governance for GitHub Copilot Enterprise, managing 25 licensed seats and configuring AI credit budgets across cost centres

Governed Claude Code Rollout

Established service principal provisioning, permission configuration, and model routing controls for the Claude Code rollout

National Recognition

Presented the GitHub Copilot implementation at a national AI governance workshop coordinated across multiple jurisdictions
